MINUTES OF THE ORDINARY PARISH COUNCIL MEETING OF GOODNESTONE PARISH COUNCIL HELD ON WEDNESDAY 22nd JANUARY 2025 AT 7.30PM AT GOODNESTONE VILLAGE HALL

APOLOGIES

Apologies received from District Councillor Porter.

PUBLIC CONTRIBUTION TIME

The meeting closed and one member of the public outlined plans for a VE Day Celebration, a proposal would be sent for the next agenda. The same member of the public requested more Community Engagement by the Parish Councillors, it was agreed that if invited to a community meeting Parish Councillors would attend. A second member of the public requested that the Old Cart track in Chillenden becomes a public Right of Way, agreed to go on the March agenda.

DECLARATIONS OF INTEREST

Declarations of interest in Chillenden Windmill were declared by Councillors Allen and Baker as they are members of the Windmill Committee.

MINUTES OF LAST MEETING

RESOLVED the minutes of the Ordinary Meeting held on 20th November 2024 be duly signed by the Chairman as a true and correct record of the meeting.
RESOLVED the minutes of the Extraordinary Meeting held on 2nd December 2024 be duly signed by the Chairman as a true and correct record of the meeting.

  1. County Councillor Chandler – Report emailed.
  2. District Councillors Bartlett & Porter – Monthly reports had been emailed, District Councillor Bartlett gave a report on Kent County Council Devolution, Community Grants, the Roman Painted House and Tides swimming pool.

HIGHWAY OFFICER REPORT

  1. SID repair/replacement & new position for SID pole Detailed discussions were held and views from members of the public sought. Three members voted in favour and two against repairing the SID (speed indicator device) and re-siting the pole, RESOLVED to spend £900 to repair the SID and £1,080 to move the SID pole to allow the SID to be used in Chillenden. Clerk to organise.

  2. Catsole Hill, Goodnestone in cold weather Agreed that Clerk is to seek a quotation from Roger Austin for salting Cats Hill when required.

  3. New salt bin Chillenden – request. Agreed that Clerk is to request a new salt bin for Griffin Hill, opposite Thornlea. Councillor Baker to report empty salt bins to Clerk who will report to Kent County Council for re-filling.

  4. Line & 20mph roundel repainting The Goodnestone and Rowling Road Junction and 20mph roundels in Chillenden were identified as needing repainting, Clerk to report.

COMMUNITY INITIATIVES

  1. Millenium Field & Environmental Fund – How to maximise usage and add value to the village Discussions were held, RESOLVED to spend up to £500 in the spring on a skip from the ear-marked Millenium Field funding to clear the shed.
  2. Chillenden – request for rubbish bin by bench Agreed that the Clerk will put a request into Dover District Council for the cost of a bin by the bench and to enquire the cost of siting a bin at the Windmill.

FINANCE

  1. Accounts – Actual v Budget to 31/12/2024
    The Accounts Budget v Actual to 31/12/2024 were considered and RESOLVED to adopt.
    RESOLVED to create Ear Marked Reserves of: £1,000 for the pledged grant for the Church path, £2,000 for the Millenium Field – Environmental Fund, £2,354 for Environmental Projects and £3,000 for Improving the Villages, out of underspends.
  2. Budget Setting 2025/26
    Discussions were held, slight adjustments were made, RESOLVED the 2025/26 budget be adopted.
  3. 2025/26 Precept Setting
    RESOLVED that the Council Tax have a 0% increase, to remain at £45.36 for a Band D property for 2025/26, this will be an overall increase of £638.21 as the tax base has increased. Clerk to submit.

      The Clerk reported that complaints needed to be from individuals rather than Parish Councils.

    Councillor Allen gave an update, no new news at the moment.

EVENTS

None.

PUBLIC CONTRIBUTION TIME: A short session set aside for parishioners to raise matters. Individual contributions should be kept to less than 5 minutes.

One member of the public reported that there are damaged Kent County Council Highways and Footpaths signs around the village, agreed that Councillor Baker would report to KCC.

Another member of the public reported that Neighbourhood Watch group is progressing.
Councillor Stanford gave her apologies and resigned, the Chairman thanked her for her contribution, Clerk to report to Dover District Council.
