DISTRICT COUNCILLOR UPDATE

Verbal update which included:
  • Budget of £91m approved
  • 2.98% increase in council tax
  • Capital projects continue which include
    • Dover Beacon
    • Dover Fasttrack
    • Maison Dieu
    • Creative Arts Centre
    • Tides
    • Guidhall
  • Great British Sprint Clean underway in Dover
  • Affordable Housing Survey
  • DDC Community Bus available should the community require its services – laptops etc

FOOTPATHS

  1. Application for registration of the Cart Track – Application has been submitted

Verbal update provided and exercise to go through outstanding KCC queries between Councillors Long and Aldington to identify which have been resolved and to ensure KCC are aware of what remains outstanding.

Agreement for PC to pay for register of Landownership locally and request will be brought to next PC meeting.

HIGHWAY MATTERS

Significant pot holes across the village. Councillor Nick Turner Brown to raise via the website and encouraged members of the public to report aswell.

Speeding still an issue in Chillenden with the gas works traffic in Nonington.

COMMUNITY INITIATIVES

  1. Annual Parish Meeting – Proposed date 26th April 2023 was agreed with Councillor Nick Turner brown to Chair in the Chairman’s absence

  1. Decision Required – Councillor Karen Stanford proposes the Parish Council pays for Messenger Printing through Dover District Council as a regular payment – £25 per print run.

    Vote Taken – Parish Council unanimously agreed to fund The Messenger print run.

  2. End of Year Accounts (see spreadsheet attachment)

    Agreement to budget for the following:

    • £1800 to cover a new Goodnestone Parish Notice Board as the current board is in a poor state of repair
    • Include an additional £300 in budget to cover Messenger Printing for the year
    • Councillor KS to update budget with costs for insurance (as renewal was made at the end of the year)

Village Fete – Planned for 26th August 2023 to raise money for Goodnestone School, Goodnestone Village Hall and Holy Cross Church. Discussion on whether the parish council should provide some funding to support the community or whether this should be a self-funded event. Do we want to make a provision in the budget?

Significant discussion occurred on whether the Parish Council should or shouldn’t provide some funding to the Fete organising committee. Those for providing funding were in support as it was one of the key community events identified at the Think Map last year, those challenging the proposal were doing so on the basis that they believed it should be self-funded, that the fete may not turn a profit and that not all parties believed the Church should be a recipient. In the end it was agreed that an in-principle agreement would be made for a maximum donation of £1000 as it’s a community activity. Once the organising committee identified the spend this would come back to the Parish Council for approval.

New parish noticeboard – Request from the Village Hall to replace the parish noticeboard as part of the revamp of the outside of the village hall. Agreed and included within the budgeting process.

PLANNING

Fitzwalter Meadows application has been approved.

WRITTEN CORRESPONDENCE

  1. Notice of Election for Parish Councillors

    • Nominations to be received by DDC by 4pm on Tuesday 4th April 2023
    • Existing councillors must propose themselves and be seconded – forms available from Councillor Stanford
    • Five vacancies for Goodnestone PC
    • If more than 5 applications are received, election will take place on Thursday 4th May 2023

    First meeting of the New Parish Council Post Election must happen within 14 days of the Election so will be held on Wednesday 17th May at Chillenden Village Hall – 7:30PM

COUNCILLORS REPORT ON OTHER PARISH MATTERS

The Parish Council would like to say a big thank you to Matt Maendal and the Bruderhof team for putting up the new noticeboards in Goodnestone and Chillenden.

PUBLIC CONTRIBUTION TIME:

A short session set aside for parishioners to raise matters. Members of the public may participate with Chair’s consent. Individual contributions should be kept to less than 5 minutes. Those wishing to exercise the right to speak are asked to notify the Clerk of the topic to be addressed in writing or via email.
