FOOTPATHS

LL has been trying to get hold of Heather to discuss footpaths but she will keep trying

ACTION: LL will work on trying to develop a consolidated community approach to path clearing following storm damage (Tree stump still on footpath at Chillenden).

HIGHWAY MATTERS

  • 20mph Speed Reductions Update

    Work remains incomplete. KP has been in touch and contractor problems are to blame. Work expected to be complete in December.

    Concerns exist about 20mph signs in Short Street and location. Parish Council advised this was not in our remit and a decision taken by Kent County Council.

  • Speed Indicator Device

    Volunteers (Ray Holyer and Kenny Ingram) have been identified for management of the Speed Indicator Device that needs to move between outside the Griffins Head and Claypits.

COMMUNITY INITIATIVES

  • Village Hall Community Hub

    Goodnestone Village Hall report

  • Newsletter

    ACTION: KS/LL and NTB will get a newsletter issued before year end

  • Parish Community /School Bus Services

    • Local bus will discontinue from 12th February 2023
    • Christine Plummer is looking at alternative options including Kent Karriers and also the potential of a shuttle bus into Wingham.
    • LL also suggested a community led transport option
    • Options and funding requests to be made to the PC once further investigation undertaken.

    • Chillenden residents also identified a concern with the school bus route and its calling points in Chillenden. Confirmation has been obtained by the PC that the Chillenden stop is on route and the bus is coming into the village.
      ACTION: KP will advise residents who were concerned.

FINANCE

  • Online Banking Update

    Online banking has now been set up and a request has been made to add LL so we have 3 councillors who can action payment requests to cover for absences.

PLANNING

  • Local Plan

    Dover District Council Local Plan – Concern from Chillenden residents about the potential development of 5 homes at a site in Short Street. Concerns were raised by residents in Reg 18. Od the previous local plan, and the most recent Reg 19 Plan has been issued and the site remains as an area for potential development. Comments can be made up to 5pm on Friday 9th December.

    Chillenden Residents are objecting on the following basis:

    • Flood Risk (field currently acts as a soak away, and existing properties are already prone to flooding). Whilst the development will need to be undertaken with Flood Risk in mind, there is no mention of how the developers will look to protect neighbouring properties as the water will have to run elsewhere. KS has offered to support where possible as has a background in Flood Risk and Insurance.

    • Access issues
    • Environment, wildlife and habitat

    A robust objection was put forward by the PC at the last consultation.

    ACTION: PC will object again on behalf of the parish.

    ACTION: Request Councillor Trevor Bartlett attends the next PC meeting to discuss planning

    Canterbury City Council Local Plan – As per the Dover District Council report, there are talks of building an additional 3,200 homes in Adisham/Aylesham. Councillor Sue Chandler reiterated that despite us being under Dover District Council we are still able to object to the development.

    ACTION: Parish Council to object on behalf of the parish.

COUNCILLORS REPORT ON OTHER PARISH MATTERS

KS was made aware that following a discussion on community at the last PC, some residents contacted the school and are going to be sponsoring an annual prize for the school. KS suggested we should look at doing that as a Parish Council which was supported.

ACTION: KS to speak to the school and come up with a theme and propose it at the next PC meeting.

PUBLIC CONTRIBUTION TIME

A member of the public noted that the Fitzwalter Meadow objection has Woodnesborough council listed.

ACTION: Investigate and see if this can be resolved.
