DISTRICT COUNCILLOR REPORT

No reports received

COMMUNITY POLICING REPORT

The Chairman welcomed the return to duty of PCSO Jacqui Brook. It was reported that the spring report on Police activity in the Ward will be sent out as soon as possible. This will be circulated to all Councillors. The report will show no activity of concern in The Parish however various incidence in neighbouring Parishes include arson in Ash, Road Traffic Accident in Shatterling, dangerous driving across the Ward including off road bikes. The Councillors discussed the need for more Police Officers to combat abuse of licensing laws. PCSO Brooks advised of current reporting procedures in place using the Police website and live chat option.

The Chairman thanked PSCO Brook and invited her to attend future Parish Council meetings.

ELECTION OF CHAIR

The Clerk asked for nominations for the Chair.

Councillor Stanford proposed the Parish Council retain status quo within the Committee.

Councillor Aldington nominated as Chair.

A vote by show of hands requested to confirm status quo or elect Councillor Aldington as Chair

ADOPTION OF STANDING ORDERS AND FINANCIAL REGULATIONS 2021 AND CODE OF CONDUCT

Councillors made reference to the need for national updating of documents including accessibility and gender recognition. In recognising the National Association of Councils standard documents COUNCILLORS APPROVED ALL DOCUMENTS AND RESOLVED TO ADOPT FOR 2022/2023.

The Councillors agreed to a review of the financial regulations for online banking procedures and carry out relevant research to update the nationally produced documents for 2023.

FOOTPATHS

  1. INFORMATION BOARDS

    Councillors had been given information and costs for the production of two Information Boards for Goodnestone and Chillenden. The project had been discussed at various meetings and Councillors were asked to approve the relevant funding as per the pro forma invoice of £3582.00 (£2985.00 ex vat) submitted by Fitzpatrick Woolmer.

    A vote was taken to accept the invoice and recorded by show of hands.

    4 votes in favour Councillors Phillips, Stanford, Long, Turner Brow

    1 vote against Councillor Aldington

    RESOLVED TO APPROVE COSTS FOR TWO BOARDS £3582.00 (£2985.00 ex VAT)

  2. BEECH GROVE BENCH/PLAQUE

    The Chairman thanked Matt from Beech Grove for the new bench sited in Chillenden. The plaque and inscription to be discussed at the next meeting.

Following discussion Councillor Long offered to represent the Parish Council on all footpath matters. Councillor Long duly elected as Footpaths Officer for the Parish.

HIGHWAY MATTERS

Councillor Turner Brown duly elected as Highways Officer for the Parish

Clerk reminded Councillors of circulated information from Kent County Council concerning the Bus Reduction Proposals.

UPGRADE PUBLIC FOOTPATH EE190 (C390) TO BRIDLEWAY

Councillors had received the report and proposal from Kent County Council to upgrade the footpath to Bridleway status. Also the objection papers submitted in 2017 by The Parish Council to Kent County Council objecting to the original proposal. Following discussions Councillor Aldington agreed to liaise with local residents affected and formulate an objection to be submitted within 42 days of Notice.

ACTION: COUNCILLOR ALDINGTON TO PROGRESS AND REPORT BACK

MILENNIUM FIELD

The Clerk reported on a letter from The Gabriel Richards Trust requesting the continuation of mowing the field as agreed in 2000. The Councillors agreed the field should be mowed and the ongoing use and maintenance discussed in the near future.

ACTION: CLERK TO ARRANGE

JUBILEE CELEBRATIONS

Councillor Stanford reported on the receipt of a grant of £180 from Dover District Council.

Councillors agreed the money to be given out accordingly

  • £80 lighting for Windmill cheque to Kenny Ingram
  • £25 cash for each Street Party in Chillenden, Rowling, Goodnestone.
  • £25 cash for Goodnestone Village Hall Event to Trustees of Village Hall

Clerk to access finance and distribute and report relevant financial information back to next meeting.

COMMUNITY THINK MAP

Councillor Stanford informed members of a proposal to form a Think Map Group. The remit would be to include residents and Councillors in discussion about ideas and ways to share information and formulate a group led strategy for the Parish Council to consider in the coming year. Councillor Stanford will organise the first meeting following the Jubilee Celebrations.

DEFIBRILLATOR UPDATE

Councillor Turner Brown agreed to progress cabinet refit.

WRITTEN CORRESPONDENCE

COUNCILLOR REPORTS ON PARISH MATTERS

Councillors discussed complaints about recent noise from weddings at Goodnestone Park. It was agreed talks with the House Manager are ongoing and it is hoped the matter will be resolved.

PUBLIC CONTRIBUTION TIME

Polly Fowle gave a report on the proposal to upgrade the footpath at Claypits which will affect the access adjacent and on her land. As discussed during the meeting Councillors fully support the objection and will liaise and respond accordingly.
