APOLOGIES

MINUTES OF THE MEETING 25th August 2021

Minutes for this meeting were approved. Clerk asked to clarify Item on Highways maintenance of fire hydrant that is the responsibility of local authority.

DISTRICT COUNCILLORS REPORT

Reports received from Dover District Council and Kent County Council distributed and attached to the minutes.

Councillors discussed with Councillor Connolly various issues including Royal visit from Princess Anne, Planning regulations and Parish Councils, S106 conditions, Highway maintenance and litter, Veolia Contract.

FOOTPATHS

  1. PARISH INFORMATION BOARDS

Councillors agreed to review information on bridleway E488. Clerk to email information.

Councillors discussed the format of the boards for Goodnestone and Chillenden. It was agreed to include Public Rights of Way only and no Permissive Rights of Way. Maps to be obtained from Kent County Council and ensure no copyright restrictions. Photographs from recent drone project to be used. QR codes to be added if possible.

Chairman stated that the project should be concluded and agreed by Councillors by January 2022

Clerk agreed to contact Public Rights of Way Officer to review all footpaths in the coming months.

HIGHWAYS

Clerk reported that a new dog bin had been requested.

SPEED CONTROLS GOODNESTONE AND CHILLENDEN

Councillors reviewed report from Kent County Council Highways.

The onsite surveys for Goodnestone and Chillenden completed and costs submitted.

The report included the relevant site and signage maps for Goodnestone The Street, Griffin Hill Chillenden, and Short Street Chillenden.

Short Street to be included in the Traffic Regulation Order application. This will save on any additional costs at a later stage. The inclusion of Short Street falls in line with the responses received from the public consultation.

The overall costings quoted are under the estimates previously advised. Councillors discussed the report and agreed that the inclusion of Short Street within the scope of the works makes financial sense. Councillor Aldington raised concerns about the signage maps In Goodnestone which appeared to show a sign in garden at Hazledene and the 20/30 signs on the corner of The Street. Councillor Aldington questioned the submitted financial statement from Kent County Council Highways and the possibility of any change to the costings. It was agreed by Councillors that Kent County Council Highways will ensure the project proceeds in accordance with regulations and the quotation should be accepted.

Councillors put forward the following motion

The costings as submitted by Kent County Council Highways of £5471 for the Goodnestone and Chillenden 20 MPH speed reduction scheme be approved and instruct Kent County Council to proceed with the Traffic Regulation Order at a cost of £2500.
