DISTRICT COUNCIL REPORT

Leader of the Council Councillor Barlett reported on various matters. Attached

ELECTION OF VICE CHAIR

The Clerk asked for nominations for the Office of Vice Chair.

Councillor Hawksworth nominated. Proposed Councillor Beeching Seconded Councillor Nick Turner Brown

Three votes in favour one vote abstained Councillor Jon Aldington

Councillor Hawksworth duly elected as Vice Chairman

ADOPTION OF STANDING ORDERS AND FINANCIAL REGULATIONS 2021

Clerk clarified and amended item 25 of Standing Orders to read UNLESS DULY AUTHORISED

Councillors agreed to adopt Standing Orders 2021

FOOTPATHS

  1. Councillor Beeching reported that he had recently strimmed footpaths in Chillenden with help from a local resident. Support may be available from the community at The Bruderhof. Further discussion on the acquisition of a strimmer to be discussed at next meeting.
  2. PARISH INFORMATION BOARDS Following further talks with Explore Kent Councillor Beeching and Councillor Aldington had received costings of two notice boards for the Parish. Total costs including installation up to £2800 plus VAT. Councillors discussed various cost saving ideas including installation by local residents, sponsorship, grant funding from DDC ‘Welcome Back Fund’. The maintenance of area, and also the question of land ownership was discussed. Councillor Turner Brown agreed to strim area and also discuss with The Bruderhof Community the possibility of a small bench.
Chairman asked for item to be on next agenda.

HIGHWAY MATTERS

No action to date on the potholes in Chillenden. Clerk reported that following further discussions with Kent Highways a report had been sent to Kent County Councillor SueChandler. Councillors expressed concern over possible accidents for cyclists and motor bikers.

ACTION: CLERK TO RESPOND ACCORDINGLY

SPEED CONTROLS GOODNESTONE AND CHILLENDEN

A report and updated Highway Improvement Plan had been circulated for discussion. Councillors agreed that further information was needed and clarification on costings. The Chairman asked that the Clerk make contact with Louise Winch Highways KCC and request further information.

    Councillor Beeching agreed to dismantle in order to return to manufacturer.

STREET LIGHTING

No further reports.

ELECTRIC CAR CHARGING

Councillor Aldington reported on a zoom meeting with KCC to discuss the support to be given for Car Charging projects in rural areas. A further meeting scheduled to gain more information regarding how the project may be available to our Parish. Councillor Aldington to report at the next meeting.

Approval of Annual Governance Statement

Clerk submitted papers for approval and duly signed by The Chairman Councillor Phillips

Clerk requested Councillor Aldington add to Goodnestone web site and duly publicise and Clerk to place on the Goodnestone notice board.

PLANNING

20/01128 Hop Cottage no objections. Comment made on number of applications made for this property.

WRITTEN CORRESPONDENCE

A letter had been received from a resident with concerns following another accident at the junction at Copmans Hall. Following discussions it was agreed that advice to be sought form KCC Highways.

PARISH MATTERS

ouncillors discussed the maintenance contract for the Parish Defibrillators. Clerk agreed to investigate alternative ways to maintain equipment and arrange training. Councillors discussed the upgrade of the Goodnestone web site. Councillor Aldington suggested various ways that will ensure compliance and it was agreed that The Clerk will liaise with Councillor Aldington in the next few weeks.
