ELECTION OF CHAIR

The Clerk asked for nominations for the Chair.

Councillor Kevin Phillips nominated. Proposed Councillor Sarah Hawksworth Seconded Councillor Nick Turner Brown

Three votes in favour one vote abstained Councillor Jon Aldington

Councillor Kevin Phillips duly elected as Chairman

ADOPTION OF STANDING ORDERS AND FINANCIAL REGULATIONS 2021

Councillor Beeching abstained and requested to review for next meeting

Councillor Aldington raised a question on Item 25 Standing Orders. Vice Chair Councillor Hawksworth agreed to review and defer the adoption of Standing Orders to next meeting.

ACTION: Financial Regulations 2021 adopted
Clerk to clarify item 25 on Standing orders.

Councillor Phillips joined the meeting

DISTRICT COUNCILLORS INVITED TO REPORT

Councillor Mike Connolly welcomed to the meeting and gave a report on Dover District Council.

Kent County Council Councillor Sue Chandler welcomed to the meeting and reported on her responsibility as Cabinet member for Integrated Children’s Services.

COMMUNITY POLICING

Councillors expressed thanks to the Bruderhof Community for their ongoing support and hospitality during the current police investigation ongoing in Aylesham. The Community Incident Tent erected in Chillenden had held a successful session to support residents. Thanks given to local Chillenden residents for their help.

FOOTPATHS

  1. Update on Cart Track Chillenden
    Councillor Beeching confirmed that with the support of Ray Holyer the adoption has progressed and papers ready for submission to KCC. All interested parties to be informed.
  2. PARISH INFORMATION BOARDS
    Following further discussion with Explore Kent Councillor Beeching and Councillor Aldington reported on the progress of the design and content of new boards. Item to be placed on next agenda.

HIGHWAY MATTERS

No action to date on the potholes in Chillenden. Councillor Chandler suggested Clerk should forward report number to her to assist in the action of repairing the holes.

ACTION: CLERK TO RESPOND ACCORDINGLY

SPEED CONTROLS GOODNESTONE AND CHILLENDEN

Councillors discussed the report which had been circulated which detailed the latest talks with KCC following the submission of the resident’s questionnaire. The advice from Highways was very clear. The speed survey in Chillenden Village had been put in place. The results will be circulated in due course. Approval of next stage funding for the scheme and further discussions will be at next meeting. Clerk reported on discussions with KCC and the manufacturer of the Speed Indicator Device. Investigations into the repair of the equipment to continue.

STREET LIGHTING

No further reports

LAND TO THE REAR OF CHILLENDEN HALL

Dover District Councillor Mike Connolly reported that notices had been served for removal by the 3rd June 2021. The asbestos investigations were being progressed. Environmental Health will report accordingly with advice.

GOODNESTONE VILLAGE WEBSITE AND LEGAL COMPLIANCE

Following advice from Kent Association of Local Councils Councillors discussed a review of the Parish web site and legal compliance. Kent County Council Councillor Sue Chandler suggested Clerk should approach other Parish Council Clerks to discuss the out sourcing of the provision and the employment of dedicated professionals to deliver the necessary service.

ACTION: CLERK TO PROGRESS

ELECTRIC CAR CHARGING

Councillors discussed the latest information submitted by Councillor Aldington. There are funding opportunities for rural villages and community groups to deliver this service. Discussions followed on advantages and disadvantages of promoting and possible implementation of the project.

It was resolved that: Further investigations should continue into the Electric Charging Scheme

Motion carried and Councillor Aldington requested to report back at the next meeting

DEFRIBILLATOR MAINTENANCE CONTRACT

Clerk circulated details of local organisation dedicated to servicing equipment. After discussion Clerk asked to gain further information. Councillor Phillips agreed to contact local resident who delivers training on their use.

Councillor Aldington reported the delay of fibre optic provision in Chillenden due to a funding issue.
