PUBLIC CONTRIBUTION TIME

The Chairman welcomed Maria Tarring and Mike Tarring to the meeting and invited discussion on ongoing issues at Short Street Chillenden. The Chairman was grateful for comments and confirmed that the Parish Council will continue to review the problems and advise accordingly.

CLERK TO ACTION AND CIRCULATE

DISTRICT COUNCILLORS INVITED TO REPORT ON DDC

COUNCILLOR BARTLETT welcomed to the meeting and congratulated on his new appointment as Leader of Dover District Council.

DOVER DISTRICT UPDATE

Draft Tourism Strategy to be approved and out for consultation until 10th January

2020.

Dover District Council Cabinet agreed to set up a cross party Climate Change Member Working Group

Tides Leisure Pool in Deal currently under discussion

Deal Pier has had new clock installed and a digital information screen with tides and weather information.

Street Lighting programme ongoing to replace lights with LED systems

Restoration of Russell Gardens and Kearsney Abbey will be part of a programme funded by the Heritage Lottery

East Kent Housing currently experiencing issues and will be discussed under an in house consultation

Street Cleansing /Waste contract in negotiation with new contract due to be awarded in 2021. Funding issues including collection of garden waste charges and ongoing dumping in the district to be reviewed.

Golf Open Competition in Sandwich 2020. Ongoing road works, review of accommodation and transport issues under discussion.

Councillor Phillips thanked Councillor Bartlett for attendance and wished him well in new post.

COMMUNITY POLICING/ NEIGHBOURHOOD WATCH

Councillor Hayward reported there has been no response to NW Scheme request. Clerk agreed to follow up.

Clerk reported on new PSCO appointment. Details to be followed up and meeting arranged.

Report from Councillor Hawksworth

FOOTPATHS

Councillors discussed footpaths needing attention and requested Clerk to contact Public Rights of Way for a site meeting.

HIGHWAY MATTERS

Councillors discussed Short Street issues and Chairman agreed to resolve with residents.

Clerk reported on a resident issue with verge along Saddlers Hill. After discussion it was agreed that due to Highway restrictions the change of any verge /road system not possible however the situation will remain under review.

PARISH CHURCH CONCERT STAGE FUNDING REQUEST

PROPOSED by Councillor Hayward to award the Parish Church a grant of £900 towards cost of staging

PARISH BROADBAND

Councillor Aldington reported on the huge improvements in the delivery of Broad Band in the Parish including Superfast fibre broadband to Chillenden. Rowling still under review. Open Reach is working hard to improve networks to get faster fibre broadband to all local communities. Community Fibre Partnerships are being developed with communities and is an option that could be developed in the Parish. Councillors agreed to discuss further and consider financial implications at future meeting.

COMMUNITY FUND

Clerk gave update on Community Fund.

CODE OF CONDUCT AGREEMENT

Councillor Hawksworth submitted a document for approval.

Councillors agreed to adopt and sign accordingly.

Councillor Aldington asked it be noted he had some issues with the document and would consult at a later date.

Clerk submitted accounts update

Councillors agreed to set precept at 2.5 %

PLANNING

Councillor Phillips asked that it be noted that comments submitted by The PC on a previous application appeared to have not been registered.

WRITTEN CORRESPONDENCE

Clerk informed Councillors of a letter from Chillenden residents requesting funding support for a clear up initiative around the hall in Chillenden. The Chairman asked the item to be placed on the next agenda for further discussion.

PARISH MATTERS

Councillors discussed Chillenden footpaths and associated issues. As agreed in business of the meeting Public Rights of Way to be consulted.
