PUBLIC CONTRIBUTION TIME

The Chairman welcomed Maria Tarring and Mike Tarring to the meeting and invited discussion on Neighbourhood Watch Schemes. The Chairman was grateful for comments and confirmed the subject will be debated in the business of the meeting.

Minutes for this meeting were discussed and Chairman agreed to an amendment to the wording on Agenda Item 15.

COMMUNITY POLICING/ NEIGHBOURHOOD WATCH

Councillor Hayward reported on the procedure for registration to Neighbourhood Watch Scheme. It was agreed that the NW Scheme will be welcomed and will enable the residents in the Parish to participate in contributing to the safety and well being of the Villages. Councillors discussed the involvement of the Community Support Police Officer and agreed once registered it is expected the CSPO support the scheme.

GOODNESTONE C OF E SCHOOL GOODNESTONE CE PRIMARY SCHOOL REPORT

FOR Goodnestone Parish Council meeting held 25 September 2019

Goodnestone C of E Primary School now has a wonderful woodland space, which is incorporated into many of the lessons, and provides a wonderful resource for outdoor learning. The woodland is next to Fairfield.

The School is also proud to launch its new group Saplings to the wider community. This is run from the wonderful woodland school every Friday, 9.30am until 11am, all year round during term time. It is open to all children with their parents, and costs just £5 per family.

Saplings meets at the Goodnestone Park Gardens car park next to the Old Dairy café, (CT3 1PL), at 9:30, and then everyone walks across the park to the woods. Reception, Year One and Year Two from Goodnestone Primary also join this session, so it is an ideal group for future Goodnestone pupils, as it provides the perfect opportunity to meet their future class teacher and fellow pupils.

There is also an after school club open to children of all ages held on Mondays during term time which is also held in the woodland classroom, between 3.15pm and 4.15pm and run by Emma Loder-Symonds.

The school roll is still low and we have spaces for children to join our school community of all ages, from Reception to Year 6. We need our Parish to continue in its sterling support to help get the word out to the wider local community and to encourage new families to come and visit. FOOTPATHS

Clerk confirmed the complaint on footpath EE271B had been reported to Public rights of Way Kent County Council.

HIGHWAY MATTERS

Councillors discussed potholes appearing on local roads. All Councillors to use the reporting system on KCC website and request Parish residents be advised to do the same.

MEETING ADJOURNED

Chairman allowed comments from the public gallery on discussion concerning traffic problems in Chillenden.

MEETING RECONVENED

Councillors discussed the ongoing problem in Short Street Chillenden. Dangerous manoeuvres by drivers are causing concern for residents. Councillors agreed to monitor and report back to next meeting.

SPEED CONTROLS GOODNESTONE

Councillors discussed the completed survey of traffic speeds in The Street Goodnestone.

The survey was inconclusive and Councillors agreed to continue with investigations into the speed controls. Various topics discussed including speed guns, signage, costs, residents survey and further advice from KCC Highways.

CLERK TO GAIN FURTHER INFORMATION FROM KCC HIGHWAYS

DDC GREEN INFRASTRUCTURE

Councillor Phillips and Councillor Hawksworth reported on Local Plan meeting attended at DDC.

Councillors discussed the information received from this meeting on proposed house building in Kent and associated planning issues.Councillor Hawksworth agreed to circulate presentation papers.

MILLENNIUM FIELD

Councillors agreed to include the strimming of field within the mowing contract with Roger Austin

STREET LIGHTING

Clerk reported on a communication from DDC Asset Management Team which confirmed the Lighting Column opposite the Church is on a schedule for maintenance in the next phase of works up to Spring 2020.

Councillor Aldington reported on Full Fibre Upgrades to premises in Chillenden. Timescales are awaited and he confirmed he will report to next meeting.

Councillor Aldington reported the news that a Grant had been received from Dover District Council for £1000.00 for new tables for the Village Hall.
