PUBLIC CONTRIBUTION TIME
The Chairman welcomed Ros Beeching to speak. Mrs Beeching spoke about the proposed development in the Dover District Council Local Plan for Chillenden. She outlined various objections and concerns that local residents had raised to include Heritage impact, visual outlook rural landscape, access problems, flooding, ecology impact, traffic increase, and urged the Parish Council to support the objection to the proposed development.
The Chairman thanked Mrs Beeching for her contribution.

MODEL CODE OF CONDUCT
Councillors discussed Code of Conduct for 20/21
It was agreed to adopt for the current year and review in 21/22 and discuss a format based on the NALC model.
DISTRICT COUNCILLOR REPORTS
Report received and circulated from Councillor Mike Connolly Councillor Connolly raised additional issues including Border Control facilities, Betteshanger development site and the issues surrounding The Local Plan for Dover and the annual quota of 629 new builds. Report available and attached to the minutes.

COMMUNITY POLICING /NEIGHBOURHOOD WATCH
Councillor Aldington reported on the removal of salt from Clay Pits Salt Bin by a passing local firm’s truck during the snowy weather. The issue had been reported. Local Police in consultation with Highways had reported no further action. The question of KCC policy was discussed and Clerk agreed to investigate further.

FOOTPATHS
- Old Cart Track Chillenden
Councillor Beeching gave a summary on the status of the Cart Track Chillenden. Following communications between Ray Holyer (resident at Glebe Cottage adjacent to track) and PROW KCC the intention was to apply for the appropriate status to be assigned and formally recognised. The lane has been utilised as a safe passage for pedestrians for many years. It is not a designated public footpath and not maintained by KCC. Advice from PROW KCC was to submit a claim based on the options of

Councillor Beeching agreed to continue the research with Mr Holyer and report back to the next meeting. - Footpaths General
Councillor Beeching reported that the following footpaths are still open for investigation by PROW

- Chillenden Windmill
- Gooseberry Hall Footpath
- Councillors discussed need for additional boards with local
maps and informative footpaths information. Clerk requested to
investigate

Clerk reported on latest communication with Highways KCC and confirmed a zoom meeting for 11th March at 11.00 am . Councillor Phillips and Councillor Turner Brown to attend.

Vision Zero The Road Safety Strategy for Kent 2020-2026. Councillor Hawskworth and Councillor Nick Turner Brown reported on attendance at virtual event. Information to be circulated and consultation link for residents to comment by 15th March 2021.
The Parish Council response to be drafted and submitted by 15th March 2021.
Councillors agreed to discuss at meeting of 10th March 2021.
The Speed Indicator Sign and maintenance was discussed and Councillor Beeching and Councillor Phillips agreed to service equipment in Chillenden. Clerk asked to confirm Insurance requirements for volunteers and arrange for risk assessment.
Councillors discussed various methods of speeding controls including volunteers doing speed control, technology, traffic calming chicanes.
The Chairman asked Clerk to place item on next agenda for further investigation and discussion.
Clerk reported that Ray Holyer has volunteered to assist in the maintenance.

Progress on the Planning enforcement on this site not resolved. Councillors asked for further persistence in order to conclude the complaint.

Following confirmation of Section 137 rules a grant for £500 to
be awarded to Churches Community Trust towards repair of stained

PLANNING
- LOCAL PLAN CONSULTATION
Councillors discussed the Public Consultation on draft Local Plan available until 17th< March. Clerk had circulated various letters from residents which indicated a high level of opposition to the proposed Short Street Development in Chillenden.
In discussion Councillors agreed to publish a ‘user friendly ‘guide to further assist residents to access the DDC Local Plan consultation page
It was agreed The Parish Council will respond and object on behalf of local residents to the proposed Local Plan New Developments in Goodnestone Parish Council and the proposed development at Short Street Chillenden. A formal letter of response to be formulated based on previous reports and surveys submitted in 2019/20 and residents objections.
A meeting to be convened for 10/3 to confirm and agree for submission to DDC - APPLICATION CHILLENDEN THORNLEA GRIFFIN HILL
Councillors support the application - SITED CONTAINER GRIFFINS HEAD
Councillor Nick Turner Brown declared interest. Muted on zoom platform.
It was reported that The Container is to be removed by Easter.
A retrospective planning application to be submitted.
Councillor Beeching raised the question of the current Planning Policy of the Parish Council and the responsibility of the Councillors if made aware or are aware of any developments without planning permission. After discussion Councillors agreed that any notification or complaint made to the PC of a non approved application should be investigated and discussed by the PC.
Any personal enquiries concerning other developments may be pursued as individuals if so desired.
The procedure for dealing with any Planning Applications submitted to the Clerk by Dover District Council to be reviewed and clarified.
Councillor Hawksworth agreed to review current Standing Orders with Clerk.
WRITTEN CORRESPONDENCE
Clerk reported that following communication with the Fox Pitt family they had agreed to remove the collapsed shed opposite Chillenden Village Hall.
COUNCILLOR REPORTS ON PARISH MATTERS
Councillor Aldington reported on the latest information on Broad Band for Chillenden and Rowling. Open Reach expect to update by end April/ May in Chillenden. Rowling would be a huge cost in excess of £22000. Other options to be researched.
Councillor Aldington will issue information in due course
