MINUTES OF THE EXTRAORDINARY PARISH COUNCIL MEETING OF GOODNESTONE PARISH COUNCIL HELD ON WEDNESDAY 16TH APRIL 2025 AT 8.00PM AT CHILLENDEN VILLAGE HALL

PUBLIC CONTRIBUTION TIME

The meeting closed and ten members of the public spoke of their concerns about planning application DOV/25/00306. Concerns included; the potential for excess discharge of water onto the highway and into the pond, the current inadequate provision for sewage and all utilities, on-going traffic problems in terms of volume and speeding, lack of community benefit such as parking for the village hall, the house design doesn’t fit in with the vernacular of the village, the Victorian houses will be very overlooked and countryside views will be spoilt. The Chairman took a poll, there were 10 objections, 8 neutral and 3 in support of the application.

RESOLVED the minutes of the Ordinary Meeting held on 26th March 2025 be duly signed by the Chairman as a true and correct record of the meeting.

PLANNING

  1. Planning Applications
    1. DOV/25/00306
      Proposal: Erection of 8 dwellings with associated access, parking and landscaping.
      Location: Land North of Chillenden Village Hall, Goodnestone Road, Chillenden, Kent.
      RESOLVED to object to this application due to concerns about the current lack of capacity with sewage, electricity and drainage which is already causing problems in the village. Property 2 and 3 are adjacent to the existing row of cottages and their orientation/location should be changed so they are not overlooking the Victorian cottages. A construction management plan would be required to address highways and access concerns, the native hedgerows should be protected, there are concerns about countryside views being spoilt and the Parish Council wouldn’t like to set a precedent for more developments in the village. The Parish Council would also like to see a community benefit such as provision made for village hall car parking within the development.

      Proposal: Non material minor amendment to approved application 24/00847 (Variation of Condition 2 (approved plans) of planning permission 22/01225 (Erection of 3 no. detached dwellings, associated parking and landscaping) to allow enlargement of dwellings, reposition of plot 1 and 2, erection of car ports and associated landscaping. Discharge of conditions 3,4,7 and 10) to allow amendments to plot 1,2 and 3.
      Location: Land North East of Fitzwalters Meadow, Boyes Lane, Goodnestone, CT3 1FB.
      Decision: Approved non-material amendment

COMMUNITY INITIATIVES

  1. Millennium Field
    The probation service require permission and insurance details from the Gabriel Richards Trust for works to be carried out on the Millenium Field. SB to follow up with Gabriel Richards Trust and Clerk to update the probation service and add to the next agenda.

PUBLIC CONTRIBUTION TIME: A short session set aside for parishioners to raise matters. Individual contributions should be kept to less than 5 minutes.

The Village Hall representative thanked the Parish Council for purchasing the VE Day Lamp and reported that the defibrillator cabinet at the Fitzwalter Arms had been vandalised and could not be opened.
RESOLVED Clerk to purchase replacement lock for £146.90 plus VAT and instruct locksmith to fit for approximately £90.
